SANTO DOMINGO.- El senado aprobó este jueves la prórroga del estado de emergencia por otros 45 días, que permitirá que el Poder Ejecutivo amplíe el estado de emergencia tendente a enfrentar el avance del Covid-19 en el territorio nacional y período actual de exención que vence el próximo 15 de enero.
El actual estado de emergencia fue dispuesto por el presidente Luis Abinader, el pasado 3 de diciembre, y en comunicación del mandatario al Congreso Nacional de fecha 21 de diciembre pasado, precisa los motivos por lo cual se extenderá la prórroga del estado de emergencia por otros 45 días.
Horario del Toque
El Gabinete de Salud que coordina la vicepresidenta Raquel Peña, en una nueva disposición, varió el horario del toque de queda, que establece la circulación vehicular y de personas hasta las 7:00 de la noche, y el toque de queda se aplicó desde primero de enero a las 5:00 de la tarde y concluye a la 5:00 de la mañana.
También la disposición fijó que los fines de semanas el toque de queda empieza a las 12:00 del mediodía hasta las 5:00 de la mañana, medida que concluiría el domingo10 del mes en curso si el Gobierno no lo ratifica o modifica las medidas restrictivas.
Ratifican seis embajadores
La comisión de Relaciones Exteriores recomendó al pleno de senadores ratificar el nombramiento de seis embajadores dominicanos en diferentes naciones.
El presidente de la Comisión que presidente Pedro Catraín Bonilla al rendir el informe dijo que los diplomáticos cuentan con buena preparación y son diplomáticos de carrera.
Entre los nombramientos ratificados están Michelle Cohén de Friedlander, designada embajadora en Canadá, y Laura Virginia Ramona Faxas Vargas de Jorgese en Austria.
Además,, Lourdes Gisela Antonia Victoria-Kurse en Suecia; Miladdys Altagracia Cuello Ortiz de Cabral, en Ecuador; Wellington Darío Bencosme Castaños, en Trinidad y Tobago, y Elnio Manuel Durán en Gran Bretaña e Irlanda del Norte.
Apueban reforma Ley 46-20 de transparencia y revalorización patrimonial
Los senadores aprobaron en primera lectura el proyecto que modifica Ley 46-20 del 21 de febrero del pasado año sobre la transparencia y revalorización patrimonial.
La iniciativa establece un régimen tributario especial de carácter transitorio mediante el cual los contribuyentes de manera voluntaria y excepcional declaren y revalorizan ante la DGII los bienes o derechos susceptibles de ser declarados o revalorizados.
La pieza legislativa, expresó Faride Rafal, con el tema de la pandemia, tenía un plazo que vence el próximo 11 de enero y muchas personas no han podido acogerse, y otras están en el proceso, y sometió una modificación del plazo para que en vez de 90 días sean 180 días.
Explicó que una casa que comprada hace 15 años que haya tenido un costo de cinco millones de pesos y se procede a venderla, en la actual fecha ya tiene otro valor, entonces cuando la DGII la revaloriza se pagará un impuesto de un 28% con la tasación a la fecha y a la Ley.
La normativa contempla que la persona deber acogerse al plazo otorgado y pagaría un 2%, lo que favorece a los contribuyentes que quieren ponerse al día con el pago fiscal que deben realizaren la DGII.
Otras iniciativas
El pleno de senadores aprobaron el proyecto que designa con el nombre de “Juan Ramón Díaz” el liceo segundario del distrito municipal Yerba Buena, provincia de Hato Mayor.
También fue aprobado el proyecto que define la ubicación territorial del Parque Nacional Salto de la Falda, dentro de la provincia e Hato mayor y el Seibo y lo adiciona a la ley No.202-04, del 30 de julio del 204, Ley Sectorial.
Otra iniciativa acogida fue la resolución mediante la cual se le solicita a la Superintendencia de Salud y riesgos laborales (Sisalril), la inclusión de la Hepatitis B YC en el catálogo de tratamientos de los pacientes por parte de las ARS.
Igual los senadores acogieron positivamente la resolución que solicita al presidente Luis Abinader instruir a la Procuraduría General de la República, Ministerios de educación y de la Mujer, a Conani, Inaipi, y otras instituciones, implementar programas permanentes de Concientización sobre la prevención del abuso infantil-juvenil, de la senadora Lía Díaz.
También fue acogido la resolución que solicita a los directores de Pasaportes y de Migración, instalar y poner en puesta en funcionamiento de una oficina de Pasaportes y Migración en la provincia de La Romana, sometida por Amarilis Santana.
Otra resolución bicameral que fue aprobada por los senadores es sobre la duración de las legislaturas ordinarias y la vigencia de los proyectos de Ley durante los estados de excepción, sometida por el presidente de la Cámara de Diputados, Alfredo Pacheco.
